李宇嘉:改善土地財政支出管理 化解債務和樓市風險

今年(nian)以(yi)來(lai),我(wo)國樓(lou)市運行(xing)的(de)一(yi)(yi)個(ge)很大的(de)特征就是(shi)“地(di)市熱、樓(lou)市冷”,10個(ge)典型(xing)城市一(yi)(yi)季(ji)度的(de)土地(di)出(chu)讓金收入為(wei)2692億元,與(yu)2013年(nian)同期(qi)相比(bi)(bi)增長83%,而這些城市一(yi)(yi)季(ji)度的(de)樓(lou)市成交量(liang)卻同比(bi)(bi)下(xia)(xia)滑了將近40%。全國的(de)情況也(ye)類(lei)似(si),一(yi)(yi)季(ji)度全國住宅成交量(liang)下(xia)(xia)滑5.7%,但土地(di)出(chu)讓收入同比(bi)(bi)增長40.3%。

樓市(shi)(shi)和土(tu)(tu)(tu)地(di)(di)市(shi)(shi)場“一(yi)冷一(yi)熱”的(de)(de)運行態勢是(shi)不可(ke)能(neng)(neng)持續的(de)(de),按照地(di)(di)市(shi)(shi)滯后于(yu)樓市(shi)(shi)約8個(ge)月的(de)(de)周期看,若(ruo)樓市(shi)(shi)持續走弱(ruo),下半年(nian)土(tu)(tu)(tu)地(di)(di)市(shi)(shi)場極(ji)有可(ke)能(neng)(neng)由熱轉冷,今(jin)年(nian)的(de)(de)土(tu)(tu)(tu)地(di)(di)出(chu)讓(rang)收入(ru)將極(ji)可(ke)能(neng)(neng)難以超越(yue)2013年(nian)4.2萬億的(de)(de)歷史最高水平,甚至(zhi)有可(ke)能(neng)(neng)會出(chu)現明顯下滑。今(jin)明兩年(nian)是(shi)地(di)(di)方(fang)政(zheng)府(fu)債(zhai)(zhai)務(wu)集中到期的(de)(de)時間,地(di)(di)方(fang)政(zheng)府(fu)債(zhai)(zhai)務(wu)又占政(zheng)府(fu)總債(zhai)(zhai)務(wu)規模的(de)(de)40%左右(you),而地(di)(di)方(fang)政(zheng)府(fu)債(zhai)(zhai)務(wu)償還(huan)對于(yu)土(tu)(tu)(tu)地(di)(di)出(chu)讓(rang)收入(ru)的(de)(de)依賴也超出(chu)人們的(de)(de)想象。于(yu)是(shi),很多人判斷,土(tu)(tu)(tu)地(di)(di)出(chu)讓(rang)收入(ru)下滑,地(di)(di)方(fang)政(zheng)府(fu)債(zhai)(zhai)務(wu)償還(huan)將受到沖擊,破除(chu)土(tu)(tu)(tu)地(di)(di)財政(zheng)勢在(zai)必(bi)行。

土地(di)財政(zheng)依賴(lai)確實很深(shen)。根據《中(zhong)(zhong)國(guo)(guo)經濟周刊》和中(zhong)(zhong)國(guo)(guo)經濟研究院聯合發布(bu)的《我國(guo)(guo)23個(ge)(ge)(ge)省(sheng)份“土地(di)財政(zheng)依賴(lai)度”排(pai)名報告》的數據,在“政(zheng)府(fu)(fu)性債(zhai)(zhai)(zhai)務(wu)(wu)管(guan)理中(zhong)(zhong)存在的主(zhu)要問題(ti)”一(yi)欄,29個(ge)(ge)(ge)省(sheng)份中(zhong)(zhong)有(you)(you)23個(ge)(ge)(ge)都明(ming)確將“地(di)方債(zhai)(zhai)(zhai)依賴(lai)土地(di)收(shou)入(ru)(ru)償(chang)還(huan)(huan)”列入(ru)(ru)其(qi)中(zhong)(zhong),23省(sheng)份中(zhong)(zhong)最少的也(ye)有(you)(you)1/5債(zhai)(zhai)(zhai)務(wu)(wu)靠賣(mai)地(di)償(chang)還(huan)(huan)。從全國(guo)(guo)范圍來(lai)(lai)看,據國(guo)(guo)家審計署的數據,截至2012年底(di),11個(ge)(ge)(ge)省(sheng)級(ji)、316個(ge)(ge)(ge)市級(ji)、1396個(ge)(ge)(ge)縣(xian)級(ji)政(zheng)府(fu)(fu)承諾(nuo)以(yi)(yi)土地(di)出讓收(shou)入(ru)(ru)償(chang)還(huan)(huan)的債(zhai)(zhai)(zhai)務(wu)(wu)余額34865億元(yuan),占(zhan)省(sheng)市縣(xian)三級(ji)政(zheng)府(fu)(fu)負(fu)有(you)(you)償(chang)還(huan)(huan)責(ze)任債(zhai)(zhai)(zhai)務(wu)(wu)余額93643億元(yuan)的37%。而且,市縣(xian)級(ji)政(zheng)府(fu)(fu)的債(zhai)(zhai)(zhai)務(wu)(wu)償(chang)對(dui)土地(di)依賴(lai)度更大。在被審計調查的市級(ji)政(zheng)府(fu)(fu)中(zhong)(zhong),承諾(nuo)以(yi)(yi)土地(di)收(shou)入(ru)(ru)來(lai)(lai)償(chang)債(zhai)(zhai)(zhai)的占(zhan)比高達81%,而縣(xian)級(ji)政(zheng)府(fu)(fu)也(ye)超過(guo)50%。

應對地(di)(di)方(fang)政府債務(wu)(wu)問題(ti)的根本思路是“堵(du)(du)歪(wai)(wai)門(men)、走正(zheng)(zheng)門(men)”。所(suo)謂“堵(du)(du)歪(wai)(wai)門(men)”,就(jiu)是去(qu)除地(di)(di)方(fang)債務(wu)(wu)的土(tu)(tu)地(di)(di)依賴,而(er)“走正(zheng)(zheng)門(men)”就(jiu)是發行(xing)地(di)(di)方(fang)政府債券。目前(qian),在很(hen)多人看來,“堵(du)(du)歪(wai)(wai)門(men)”刻不(bu)容緩,“歪(wai)(wai)門(men)”不(bu)堵(du)(du)則“正(zheng)(zheng)門(men)”難開。一方(fang)面,土(tu)(tu)地(di)(di)財政依賴是不(bu)可持續(xu)的,土(tu)(tu)地(di)(di)財政收入會因為樓市周期性(xing)下降而(er)急劇減(jian)少,而(er)且近(jin)幾年土(tu)(tu)地(di)(di)出讓收入中用(yong)于征地(di)(di)拆遷補償和(he)土(tu)(tu)地(di)(di)整備的被動性(xing)支出占比超過50%,未來這(zhe)一比例有增無(wu)減(jian);另一方(fang)面,土(tu)(tu)地(di)(di)和(he)金(jin)融結(jie)合的“土(tu)(tu)地(di)(di)財政模式(shi)”深受地(di)(di)方(fang)政府喜愛,這(zhe)一模式(shi)是造成地(di)(di)方(fang)政府固定資產投資饑渴癥、債務(wu)(wu)規(gui)模盲目擴大、樓市和(he)金(jin)融泡沫(mo)不(bu)斷累積、內需(xu)增長(chang)動力匱乏、系統(tong)性(xing)風險(xian)不(bu)斷上升(sheng)等困擾經濟轉型頑疾的罪魁禍首(shou)。

但是(shi)(shi)(shi),將經(jing)濟轉型問(wen)題(ti)全部歸咎(jiu)于(yu)(yu)土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)財(cai)(cai)政依賴有失偏頗(po)。目前,在土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)(rang)收(shou)入方(fang)面,地(di)(di)(di)(di)(di)(di)(di)(di)方(fang)政府通(tong)過高(gao)效(xiao)率、市場化、透(tou)明的(de)(de)(de)“招拍掛”出(chu)(chu)讓(rang)(rang)程序(xu),確保(bao)了土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)收(shou)益(yi)的(de)(de)(de)最大(da)(da)化。但是(shi)(shi)(shi),在土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)(rang)收(shou)入的(de)(de)(de)使用(yong)上(shang)卻(que)存(cun)在效(xiao)率非常低(di)下的(de)(de)(de)問(wen)題(ti):一是(shi)(shi)(shi)由于(yu)(yu)沒有將土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)(rang)收(shou)入納入預算管理,支(zhi)(zhi)出(chu)(chu)的(de)(de)(de)隨意性(xing)、浪(lang)費大(da)(da)、不(bu)透(tou)明、腐敗問(wen)題(ti)突出(chu)(chu);二是(shi)(shi)(shi)土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)(rang)收(shou)入用(yong)于(yu)(yu)支(zhi)(zhi)持城市基礎設(she)施(shi)和(he)公共服務設(she)施(shi)建設(she)上(shang),存(cun)在短期(qi)化、好大(da)(da)喜(xi)功(gong)、中(zhong)看(kan)不(bu)中(zhong)用(yong)的(de)(de)(de)問(wen)題(ti),民生福利設(she)施(shi)建設(she)上(shang)重錦上(shang)添花(如CBD、城市廣場、會展(zhan)中(zhong)心等),輕雪中(zhong)送炭(保(bao)障房和(he)醫療教育等);三是(shi)(shi)(shi)近年來土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)(rang)凈收(shou)益(yi)急劇下滑,但地(di)(di)(di)(di)(di)(di)(di)(di)方(fang)政府征地(di)(di)(di)(di)(di)(di)(di)(di)激情不(bu)減,其看(kan)中(zhong)的(de)(de)(de)就是(shi)(shi)(shi)土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)對于(yu)(yu)固(gu)定(ding)資(zi)產(chan)投(tou)資(zi)的(de)(de)(de)支(zhi)(zhi)撐作用(yong),土(tu)(tu)地(di)(di)(di)(di)(di)(di)(di)(di)財(cai)(cai)政依賴異化為傳統經(jing)濟增長模式依賴。

因此,筆者認(ren)為,目(mu)前(qian)(qian)對于(yu)土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)的(de)諸多(duo)詬病,根源(yuan)不在于(yu)土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)本身,而(er)在于(yu)土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)收入(ru)的(de)使(shi)用效(xiao)率上(shang),具體說就(jiu)是(shi)(shi)土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)資金的(de)使(shi)用上(shang)效(xiao)率太低了(le)。根據前(qian)(qian)述土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)依賴(lai)度的(de)報(bao)告,不管是(shi)(shi)從“承諾(nuo)以土(tu)地(di)(di)(di)出讓收入(ru)償(chang)還(huan)債(zhai)務(wu)總額”(土(tu)地(di)(di)(di)償(chang)債(zhai)總額)看,還(huan)是(shi)(shi)從“土(tu)地(di)(di)(di)償(chang)債(zhai)在政(zheng)(zheng)(zheng)府負(fu)有償(chang)還(huan)責任債(zhai)務(wu)中(zhong)占比”(土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)依賴(lai)度)看,大部分(fen)東部省(sheng)份都排在前(qian)(qian)列。例如(ru),土(tu)地(di)(di)(di)償(chang)債(zhai)總額排名(ming)前(qian)(qian)十位(wei)省(sheng)份分(fen)別(bie)是(shi)(shi)北(bei)京、浙江(jiang)、上(shang)海(hai)、四川、遼寧(ning)、湖北(bei)、廣東、重慶(qing)、山東和(he)天(tian)津(jin);土(tu)地(di)(di)(di)財(cai)政(zheng)(zheng)(zheng)依賴(lai)度排名(ming)前(qian)(qian)十位(wei)的(de)省(sheng)份是(shi)(shi)浙江(jiang)、天(tian)津(jin)、福(fu)建、海(hai)南、重慶(qing)、北(bei)京、江(jiang)西、上(shang)海(hai)、湖北(bei)和(he)四川。

盡管(guan)東部省(sheng)份(fen)土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)的(de)(de)規模很大,數據(ju)上顯示的(de)(de)土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)依賴(lai)度也(ye)很高(gao),但這些地(di)(di)方(fang)也(ye)是我(wo)國城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)化發(fa)展最(zui)快、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群最(zui)集(ji)中、經濟最(zui)發(fa)達(da)、人(ren)民收(shou)入(ru)(ru)(ru)水平(ping)最(zui)高(gao)的(de)(de)省(sheng)份(fen)。事實上,這些省(sheng)份(fen)經濟上的(de)(de)發(fa)達(da)與土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)是分不開的(de)(de)。一(yi)方(fang)面(mian),在(zai)改革開放以(yi)來,這些地(di)(di)方(fang)為吸引外資,低價(jia)甚至免費出讓土(tu)(tu)(tu)(tu)地(di)(di)(工業(ye)用(yong)地(di)(di))、以(yi)土(tu)(tu)(tu)(tu)地(di)(di)收(shou)入(ru)(ru)(ru)補貼(tie)工業(ye)園區建(jian)設(she)(she),土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)極大地(di)(di)降低了(le)工業(ye)和出口成本,為奠(dian)定中國世界工廠的(de)(de)“核(he)心競爭力”立下汗馬功勞;另一(yi)方(fang)面(mian),城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)化快速(su)推(tui)進以(yi)來,東部地(di)(di)區的(de)(de)前50大城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)集(ji)中了(le)1.4億(yi)外來人(ren)口中的(de)(de)80%,前10大城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)則集(ji)中了(le)43.2%。人(ren)口快速(su)流入(ru)(ru)(ru)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi),對公共服(fu)務設(she)(she)施在(zai)短期(qi)內(nei)提出了(le)要求,而土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)組織的(de)(de)高(gao)效率,為提高(gao)政(zheng)府收(shou)入(ru)(ru)(ru)并用(yong)于基礎設(she)(she)施建(jian)設(she)(she)立下了(le)汗馬功勞。而中西部地(di)(di)區,盡管(guan)土(tu)(tu)(tu)(tu)地(di)(di)財(cai)(cai)政(zheng)依賴(lai)度不高(gao),但城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)化、工業(ye)化和人(ren)均收(shou)入(ru)(ru)(ru)也(ye)較低。

未(wei)來(lai)一段時間(jian),稅制改(gai)革難(nan)以(yi)(yi)迅速和全盤鋪開,地(di)方主體稅源也難(nan)以(yi)(yi)在短期內(nei)形(xing)成,而(er)地(di)方民生(sheng)欠賬對(dui)未(wei)來(lai)支(zhi)(zhi)出已(yi)經形(xing)成倒逼,地(di)方政(zheng)(zheng)府債(zhai)務在未(wei)來(lai)也將形(xing)成壓頂之勢,土(tu)地(di)財(cai)(cai)政(zheng)(zheng)依賴(lai)短期內(nei)難(nan)以(yi)(yi)改(gai)變。目前,問(wen)題(ti)不在土(tu)地(di)財(cai)(cai)政(zheng)(zheng)本身,而(er)在土(tu)地(di)財(cai)(cai)政(zheng)(zheng)的效(xiao)率,這一問(wen)題(ti)與我(wo)國財(cai)(cai)政(zheng)(zheng)支(zhi)(zhi)出效(xiao)率、國有企業支(zhi)(zhi)出效(xiao)率在體制根(gen)源上(shang)是同一回事。

因此,未來(lai)要(yao)做的(de)(de)不是如何廢除(chu)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)財(cai)政(zheng)(zheng),而是如何提(ti)高土(tu)(tu)(tu)地(di)(di)(di)(di)(di)財(cai)政(zheng)(zheng)的(de)(de)支(zhi)(zhi)出(chu)(chu)效(xiao)率,這(zhe)才是符合(he)現實、行得通(tong)的(de)(de)做法。三中(zhong)全會(hui)提(ti)出(chu)(chu)了“建(jian)立事權(quan)和(he)支(zhi)(zhi)出(chu)(chu)責(ze)任相適應的(de)(de)財(cai)政(zheng)(zheng)制(zhi)度(du)”,而今年(nian)“兩(liang)會(hui)”上也(ye)(ye)提(ti)出(chu)(chu)要(yao)對(dui)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)出(chu)(chu)讓(rang)金(jin)收入要(yao)全面審計,這(zhe)事實上意(yi)味著未來(lai)將加強(qiang)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)財(cai)政(zheng)(zheng)的(de)(de)支(zhi)(zhi)出(chu)(chu)效(xiao)率。土(tu)(tu)(tu)地(di)(di)(di)(di)(di)財(cai)政(zheng)(zheng)支(zhi)(zhi)出(chu)(chu)效(xiao)率提(ti)升了,民生基(ji)(ji)礎(chu)設施做實了,內需成本也(ye)(ye)就下降了,這(zhe)不僅為培育(yu)內需、涵養地(di)(di)(di)(di)(di)方主體稅源打下了基(ji)(ji)礎(chu),而且(qie)能從根(gen)本上約束地(di)(di)(di)(di)(di)方政(zheng)(zheng)府無(wu)限(xian)度(du)出(chu)(chu)讓(rang)土(tu)(tu)(tu)地(di)(di)(di)(di)(di)規模、無(wu)限(xian)度(du)負債的(de)(de)沖動(dong),而樓(lou)市風險也(ye)(ye)會(hui)因地(di)(di)(di)(di)(di)方政(zheng)(zheng)府動(dong)機改善(shan)和(he)基(ji)(ji)礎(chu)設施完善(shan)而逐漸(jian)消弭、金(jin)融風險也(ye)(ye)就隨即改善(shan)。同時(shi),此舉也(ye)(ye)就為地(di)(di)(di)(di)(di)方政(zheng)(zheng)府舉債“堵歪門(men)、開(kai)征門(men)”的(de)(de)改革打開(kai)大門(men)。
