對此(ci),南京(jing)(jing)房地產開發建設促進會的一位負責(ze)人對《每日經濟新聞》記者說(shuo),2012年上(shang)半年南京(jing)(jing)純住(zhu)宅供應量的大幅下滑,間(jian)接影響了南京(jing)(jing)上(shang)半年土地出(chu)讓的下滑。
每經網南京6月27日電(記者 查道坤) 國家(jia)宏觀調控使得房(fang)地(di)(di)(di)(di)產(chan)市(shi)(shi)場(chang)(chang)迅速(su)下(xia)滑(hua)(hua),這也間接(jie)影響(xiang)了(le)各地(di)(di)(di)(di)土地(di)(di)(di)(di)市(shi)(shi)場(chang)(chang)的(de)不(bu)景氣(qi)。據(ju)統計數據(ju)顯(xian)示(shi),今年(nian)(nian)(nian)(nian)上(shang)半(ban)(ban)年(nian)(nian)(nian)(nian)南(nan)(nan)(nan)京(jing)(jing)市(shi)(shi)國土資源局共出(chu)讓(rang)(rang)(rang)20宗(zong)(zong)地(di)(di)(di)(di)塊,與去年(nian)(nian)(nian)(nian)上(shang)半(ban)(ban)年(nian)(nian)(nian)(nian)的(de)29宗(zong)(zong)相比(bi),同(tong)(tong)比(bi)降價了(le)3成。而(er)到目(mu)前土地(di)(di)(di)(di)出(chu)讓(rang)(rang)(rang)金僅為101億元左右,與去年(nian)(nian)(nian)(nian)同(tong)(tong)期的(de)157.9億相比(bi),也下(xia)降了(le)3成。從出(chu)讓(rang)(rang)(rang)面積來(lai)看,上(shang)半(ban)(ban)年(nian)(nian)(nian)(nian)南(nan)(nan)(nan)京(jing)(jing)出(chu)讓(rang)(rang)(rang)20宗(zong)(zong)土地(di)(di)(di)(di)的(de)總面積為1060346.7平方米,與去年(nian)(nian)(nian)(nian)同(tong)(tong)期2005600平米相比(bi),下(xia)降了(le)近5成。對此(ci),南(nan)(nan)(nan)京(jing)(jing)房(fang)地(di)(di)(di)(di)產(chan)開發建設促進會(hui)的(de)一位負責人對《每日經濟新聞》記者(zhe)說,2012年(nian)(nian)(nian)(nian)上(shang)半(ban)(ban)年(nian)(nian)(nian)(nian)南(nan)(nan)(nan)京(jing)(jing)純住宅供(gong)應量的(de)大幅下(xia)滑(hua)(hua),間接(jie)影響(xiang)了(le)南(nan)(nan)(nan)京(jing)(jing)上(shang)半(ban)(ban)年(nian)(nian)(nian)(nian)土地(di)(di)(di)(di)出(chu)讓(rang)(rang)(rang)的(de)下(xia)滑(hua)(hua)。還有就(jiu)是國土部即將在7月1日施行的(de)規定,土地(di)(di)(di)(di)閑(xian)置1年(nian)(nian)(nian)(nian)征20%閑(xian)置費(fei),閑(xian)置2年(nian)(nian)(nian)(nian)無償收(shou)回等(deng)等(deng)因(yin)素都影響(xiang)了(le)市(shi)(shi)場(chang)(chang)的(de)土地(di)(di)(di)(di)出(chu)讓(rang)(rang)(rang)情況。
南(nan)京上半(ban)年(nian)同(tong)比下降3成
2012年上(shang)(shang)半(ban)年南京(jing)國土(tu)資源局(ju)推出(chu)了眾多優質(zhi)的(de)(de)地(di)(di)塊(kuai),但是優質(zhi)地(di)(di)塊(kuai)卻沒有(you)換來火爆的(de)(de)爭搶局(ju)面(mian),反而是一反常態(tai)的(de)(de)低迷。據南京(jing)本(ben)地(di)(di)一家房地(di)(di)產網(wang)站統計(ji)數據顯示(shi),今年上(shang)(shang)半(ban)年南京(jing)市國土(tu)資源局(ju)共出(chu)讓20宗地(di)(di)塊(kuai),與去年上(shang)(shang)半(ban)年的(de)(de)29宗相比,同(tong)比降(jiang)價了3成(cheng)。而到目前(qian)土(tu)地(di)(di)出(chu)讓金僅為101億元左右,與去年同(tong)期的(de)(de)157.9億相比,也下(xia)降(jiang)了3成(cheng)。從(cong)出(chu)讓面(mian)積來看,上(shang)(shang)半(ban)年南京(jing)出(chu)讓20宗土(tu)地(di)(di)的(de)(de)總(zong)面(mian)積為1060346.7平方米,與去年同(tong)期2005600平米相比,下(xia)降(jiang)了近(jin)5成(cheng)。
從推(tui)地(di)(di)(di)的(de)(de)(de)(de)分布區域(yu)來(lai)看(kan),南京的(de)(de)(de)(de)江(jiang)寧(ning)和江(jiang)北幾(ji)乎(hu)占據了(le)今年上半(ban)年南京土地(di)(di)(di)市場的(de)(de)(de)(de)一半(ban)以上,但是由(you)于(yu)地(di)(di)(di)理(li)位置不佳,兩江(jiang)板塊推(tui)出的(de)(de)(de)(de)土地(di)(di)(di)并沒有受到開(kai)發商的(de)(de)(de)(de)青(qing)睞。而據《每(mei)日(ri)經濟新(xin)聞》記者了(le)解,受到開(kai)發商青(qing)睞還是位于(yu)主城(cheng)區的(de)(de)(de)(de)幾(ji)幅稀(xi)缺地(di)(di)(di)塊,其中位于(yu)南京大光路附近的(de)(de)(de)(de)稀(xi)缺純住宅用(yong)地(di)(di)(di),在(zai)拍(pai)賣當天吸引了(le)萬科、保利、朗詩等眾多品牌開(kai)發企業(ye)(ye)報名競(jing)拍(pai),最(zui)終被港企嘉里置業(ye)(ye)以溢價(jia)25%的(de)(de)(de)(de)價(jia)格競(jing)得該(gai)地(di)(di)(di)塊。
而從地(di)(di)(di)(di)塊(kuai)面積來(lai)看,據《每(mei)日經(jing)濟(ji)新(xin)聞》記者查看多個土地(di)(di)(di)(di)出讓資料后(hou)發(fa)(fa)(fa)現(xian),中(zhong)小型地(di)(di)(di)(di)塊(kuai)受(shou)到了開(kai)發(fa)(fa)(fa)商的(de)(de)追(zhui)捧(peng),“以往年相(xiang)比,南(nan)京今年上(shang)半(ban)成交的(de)(de)地(di)(di)(di)(di)塊(kuai)的(de)(de)確大都是(shi)中(zhong)小型地(di)(di)(di)(di)塊(kuai),這(zhe)與開(kai)發(fa)(fa)(fa)商資金(jin)不(bu)充裕(yu)有很大關系。”南(nan)京房地(di)(di)(di)(di)產開(kai)發(fa)(fa)(fa)建設促進(jin)會的(de)(de)一位(wei)負責人(ren)對《每(mei)日經(jing)濟(ji)新(xin)聞》記者說(shuo),“按照目(mu)(mu)前開(kai)發(fa)(fa)(fa)商的(de)(de)情況來(lai)看,估計下半(ban)年南(nan)京土地(di)(di)(di)(di)市場中(zhong)小型地(di)(di)(di)(di)塊(kuai)還是(shi)依然(ran)會受(shou)到開(kai)發(fa)(fa)(fa)商的(de)(de)追(zhui)捧(peng),因為(wei)目(mu)(mu)前的(de)(de)樓市環(huan)境依然(ran)是(shi)剛性(xing)需求占據主力,如果開(kai)發(fa)(fa)(fa)大盤無形中(zhong)拉長了周期,開(kai)發(fa)(fa)(fa)商所要承受(shou)的(de)(de)資金(jin)壓力就更大”
下半年很難爆發
對(dui)于南(nan)京上(shang)半(ban)年土地(di)(di)(di)出(chu)讓的慘淡,南(nan)京市國土資源局的一位負責人(ren)對(dui)《每日經濟新聞》記者說(shuo),“按(an)照(zhao)年中出(chu)臺的2012年土地(di)(di)(di)供應計(ji)劃,住宅用(yong)地(di)(di)(di)與(yu)商服用(yong)地(di)(di)(di)總(zong)和為1000萬平方米計(ji)算,那么南(nan)京上(shang)半(ban)年僅僅完(wan)成了計(ji)劃的一成,下半(ban)年會按(an)照(zhao)此前(qian)制(zhi)定的土地(di)(di)(di)出(chu)讓計(ji)劃,按(an)部(bu)就班地(di)(di)(di)將一些預(yu)公(gong)告中的地(di)(di)(di)塊相繼(ji)推出(chu)。”
對于上半年(nian)(nian)僅(jin)完(wan)成(cheng)計劃的(de)一(yi)成(cheng),下(xia)半年(nian)(nian)如(ru)果完(wan)成(cheng)計劃,南(nan)(nan)京(jing)(jing)土(tu)地(di)(di)(di)(di)市(shi)(shi)場(chang)是否會在(zai)下(xia)半年(nian)(nian)爆發,南(nan)(nan)京(jing)(jing)房地(di)(di)(di)(di)產開發建設促進會的(de)一(yi)位負責人對《每(mei)日經濟新聞》記者(zhe)說,“雖然上半年(nian)(nian)僅(jin)完(wan)成(cheng)加(jia)護的(de)一(yi)成(cheng),但(dan)是由于土(tu)地(di)(di)(di)(di)出(chu)(chu)讓金(jin)是指揮棒(bang),如(ru)市(shi)(shi)場(chang)不(bu)好(hao),政(zheng)府可能(neng)寧愿不(bu)完(wan)成(cheng)計劃,也不(bu)會低價賣地(di)(di)(di)(di)的(de),所以下(xia)半年(nian)(nian)南(nan)(nan)京(jing)(jing)土(tu)地(di)(di)(di)(di)市(shi)(shi)場(chang)很(hen)難爆發。當然土(tu)地(di)(di)(di)(di)出(chu)(chu)讓下(xia)滑,肯定會影(ying)(ying)響地(di)(di)(di)(di)方財(cai)經收入(ru),但(dan)是南(nan)(nan)京(jing)(jing)不(bu)像其他城市(shi)(shi)賣地(di)(di)(di)(di)是財(cai)政(zheng)收入(ru)的(de)主要來源,所以土(tu)地(di)(di)(di)(di)出(chu)(chu)讓下(xia)滑是會有(you)一(yi)些影(ying)(ying)響,但(dan)是整體(ti)影(ying)(ying)響不(bu)是很(hen)大。”
對于南京(jing)土地(di)(di)(di)市(shi)場為何如此低迷,業內人士對《每日(ri)(ri)經濟新聞》記者說(shuo),“南京(jing)土地(di)(di)(di)市(shi)場成交量(liang)的下降(jiang),跟(gen)開發商(shang)拿地(di)(di)(di)謹慎(shen)以及整個市(shi)場環(huan)境(jing)是(shi)分不開的,所以當(dang)下樓市(shi)情(qing)況(kuang)整體大環(huan)境(jing)不好是(shi)影(ying)響(xiang)土地(di)(di)(di)出讓大幅下滑(hua)的原因(yin),還有就是(shi),國土部即將在(zai)7月1日(ri)(ri)施行(xing)的規定(ding),土地(di)(di)(di)閑(xian)(xian)置(zhi)1年征20%閑(xian)(xian)置(zhi)費(fei),閑(xian)(xian)置(zhi)2年無償(chang)收(shou)回等等因(yin)素都(dou)影(ying)響(xiang)了市(shi)場的土地(di)(di)(di)出讓情(qing)況(kuang)。”
